By settlement approval, two outside hands were hired to assist Wesley Brock in the care of the eastward cattle range.

The hiring of outside hands is entered as a matter of necessity, not custom. The east range, cattle bridge, and herd represent substantial value to the settlement. All dealings concerning the herd shall remain subject to ledger record and settlement review.

The original notice delivered to Orrin Shaw concerning the disputed Mill Creek account was taken by Shaw when he departed Smoke River. A copy of the notice was entered into the settlement record before his leave.

The notice stated that Curtis Haskett, nephew and successor to the former Haskett ranch accounts at Mill Creek, sought settlement of outstanding debts before winter closure. The claim named Orrin Shaw and required his appearance at Mill Creek within five days.

Shaw disputed the claim, stating that wages had been withheld from him under the former Haskett operation and that the present account appeared to turn unpaid wages into debt against him.

On the same day as Orrin Shaw’s departure, Silas Greer came to Smoke River from the southern road and presented an offer concerning the purchase of cattle and possible use of the eastern range.

Greer stated that winter trade could be arranged in exchange for steer from the Smoke River herd. Goods named included salt, lamp oil, nails, cloth, writing paper, tack, hardware, and such medical supplies as might be available through Southbank trade.

This proposal was not accepted. The eastward range remains under Smoke River record and Brock stewardship, subject to settlement decision. No portion of the range was granted, leased, sold, or promised.

Following the visit of Silas Greer and the presentation of outside interest in Smoke River cattle and eastern range use, the settlement approved increased observation of the eastward cattle range.

The watch is established for observation and report only. It is not a patrol, guard post, fighting duty, or authority to challenge strangers. The purpose is to notice movement, damage, unusual cattle behavior, riders, smoke, broken fence, or other signs of trouble and report them quickly to the proper adults.

Older children and youths may assist in limited daylight watch under adult oversight. No child is to serve alone, after dusk, or beyond assigned sight lines.

Sarah Whitaker proposed that bridge signals be made by cloth position rather than color, so that meaning is less obvious to outsiders. The settlement approved this method for use at the east bridge sight line.

These watch rules are approved as a temporary security measure for the east range during winter preparation and outside trade pressure. They may be amended, continued, or ended by town meeting.
